How to I monitor network latency without Ping

I need to set up an ongoing 'ping-like' request to show me RTT every second or so between my client at home and the VIP of my azure server.

As ICMP is disabled I can't use ping, so how can I do this?

iperf, ntttcp, and psping are tools you can use for this:
