Title Reconsidering to promote the public service equalization between urban and rural areas base on the reform of the household registration system ——A case study of the Chongqing urban and rural comprehensive complementary reforms
Abstract
The third Plenary Session of the 18th Communist Party of China（ CPC） Central Committee puts forward that we should enhance equal exchange of factors of production between urban and rural areas and balance the allocation of public resources between them. At present, urban and rural dual system is a macroscopic factor which lead to the public service unequal between urban and rural areas , and the traditional binary household registration system is one of the most important systems that lead to the formation of the urban and rural dual structure .Therefore, in order to realize the basic public services equalization between urban and rural areas in our country and also the integration of economic and social development between urban and rural areas ,it is of great significance to have a system of system arrangement and innovation. So the reform of binary household registration system is imperative.This paper introduces the relationship between our country’s household register system and public service, and analyzes the specific impact of Household registration system on equalization of public service between urban and rural in China. Base on that， it studies how Chongqing reformed the registration system and promoted the basic public service equalization between urban and rural areas in the process of urban and rural coordinated reforms in 2010 , then it analyzes the existing problems,and draw relevant experience form the process. Finally, this paper puts forward the countermeasures and suggestions of deepening the reform of household registration system in Chongqing.Directed by the value of public service, this paper also puts forward possible suggestions for nationwide household registration system reform based on Chongqing’s practice.I hope my research would be helpful for promoting the nationwide reform of public services equalization between urban and rural areas.
