摘要：随着我国科技事业的发展，研究型高校的科技力量逐渐凸显。研究型高校有着大量的科技成果和科技人才。这些科技资源给我国高校建设中试基地，将科技成果进行转化提供了基本的条件与保障。本文通过从现实背景、意义以及我国科技成果转化的现状出发，提出研究高校建设中试基地的必要性。随后，通过分析提出研究型高校建设和管理中试基地所存在的问题。其次，以上海硅酸盐研究所中试基地和南京理工大学材料为例分析了其建设中试基地的启示与警示。最后，根据启示和理论理解对我国高校中试基地的建设和管理给出一些对策和建议。

Title A Study on Construction and management of the pilot base in Research Universities
Abstract：With the development of science and technology in our country, the scientific and technological strength of research universities is becoming more and more prominent. Research universities have a large number of scientific and technological achievements, scientific and technological personnel, science and technology resources for the construction of a pilot base, the transformation of scientific and technological achievements to provide basic conditions and protection. Based on the realistic background, significance and the status quo of China's scientific and technological achievements transformation, this paper puts forward the necessity of the research on the construction of the pilot test base in Colleges and universities. After that, this paper puts forward the problems existing in the construction and management of research oriented universities and puts forward some countermeasures. Then, according to the actual analysis, we put forward the different scale, the operation mechanism and the establishment of the pilot base in the period. Finally, this paper analyzes the Enlightenment of the construction and management of the pilot base of Shanghai Silicate Research Institute, and discusses how to construct and manage the pilot base in Nanjing University of Science and Technology.
