摘要：本文从网格化理论的概念和理论入手，总结梳理了国内外学界对于网格化管理研究现状，展示了部分主流观点。笔者立足于理论，结合实践，切实掌握了浦口区实施网格化管理的社会背景、“大联勤”社会治理模式的运行、浦口区各街道的落实创新和取得社会治理成果。浦口区网格化管理初步实现了网格化管理延长社会治理链条、下沉社会治理资源、打破部门壁垒与整合资源、实现从管理到服务的社会治理体系转型等制度内涵。但同时，浦口区“大联勤”社会治理实践中依然存在“行政化”色彩浓厚、群众参与度不够、社会多元主体力量没有激发、网格工作质量难以保证等问题影响实际治理效能。针对问题背后宏观、微观两方面原因，笔者提出了相应提高浦口区网格化管理效能的对策和建议。

Study on the Community Grid Management at Pukou District of Nanjing 

Abstract ：Based on the concept and theory of grid theory, this paper summarizes the current situation of grid management research at home and abroad, and shows some mainstream viewpoints. Based on the theory and practice, the author has mastered the social background of Pukou District's implementation of grid management, the operation of social management mode, the implementation of innovation in the streets of Pukou District and the achievements of social management. Pukou district grid management of the initial realization of the grid  management  to extend the social governance chain, sinking social governance resources, breaking the sector barriers and integration of resources, from management to service social governance system transformation and other institutional connotations. At  the same time, there are still "administrative" color in the practice of "joint  logistics" in Pukou district, and the participation degree of the masses is not enough. The problems of social pluralism are not stimulated, and the quality of grid work is difficult to guarantee. In view of the macro and micro aspects of the problem, the author puts forward the countermeasures and suggestions to improve the grid management efficiency of Pukou district.
