Sign in to Azure Management Portal using ADFS

I've tried to locate information regarding how to connect to the azure mangement portal using ADFS and ACS, not by using Azure AD.

Is this possible? Or does the ACS feature only support ADFS to the ACS-portal and cloud services?

Based on my understanding, without WAAD we won't be able to use the on-premises AD credential to sign in to management portal. We need to use Microsoft ID or WAAD.
