Title
On The English Translation Of Government Work Reportss At The Eighteenth Party Congress
Abstract
Government Work Reports is a relatively special type of political text with both oral and written language characteristics. With the advance of Reform and Opening-up Policy and more foreign exchanges, people pay more and more attention to the English translation of Government Work Reports. Based on functionalism, Functional Translation Theory in Germany emphasizes the intended purpose of the translation and text function, and provides a theoretical basis for the translation of political texts. From the perspective of Functional Translation Theory, based on the Chinese version of Government Work Reports at the Eighteenth Party Congress, this paper will study the characteristics of the phrases, sentences and rhetoric of its English version and its translation strategies. With methodologies of contrastive analysis, induction and exemplification, this paper intends to summarize some relatively practical English strategies to guide the translation of political texts, improve the English translation level and promote better exchange between China and the other countries.

1 Introduction
Every year Chinese government officials will do Government Work Reports to delegates and committee members at the National People’s Congress and the Chinese Political Consultative Conference. It will summarize the achievements it has reached in the past year or in the past five years. It will also arrange kinds of orientations and policies fit for Chinese condition of the next year or the next five years, involving areas of politics, economy, education, culture and social lives. Thus Government Work Reports becomes one of the most important approaches through which international society comes to know Chinese condition, development, policies and proposals. And all governments and people around the world pay close attention to it. The level of its translation directly influences Chinese international reputation and international status. This paper will study the characteristics of lexical, syntactical and rhetoric level of both Chinese and English version. And according to the characteristics, some translation strategies will be summarized.
