摘要随着经济的发展,高速公路和城市道路的增多,为人们的出行带来了方便。但逐渐增多的车辆却也带来了很多交通拥堵,甚至违章问题,因而对交通管理的要求越来越高。车牌识别系统是现代智能交通管理中必不可少的。由于采用电脑自动识别车牌号码的技术,无须人工干预,减少人类手工劳动,使得管理工作更有效,车辆治理更智能化,数字化。62374

本文的中心是完成车牌识别系统,其中主要网罗了视频取帧、图象预处理、车牌定位、字符切分、车牌识别这五大主旨进程。在视频预处理阶段,通过统计待检测区内非0值像素点,挑出信息最丰富的关键帧图像的方式,来获得车辆图像,提高了检测速度。图象预处理阶段是对图像做灰度处理、二值处理、边缘检测、膨胀、腐蚀等一系列步骤。车牌定位中使用投影法定位车牌,并且还能矫正倾斜车牌。字符分割阶段是借助车牌宽高度和投影信息来确定字符的位置并完成分割。分割结束再匹配对应字符模块,注意车牌信息包括汉字、数字及字母。这样就完成了车牌识别的整个过程且能准确识别车牌。系统是在MATLAB软件环境下完成的。

 ABSTRACT With the economic development,highways and urban roads increasing, brings more convinience for people’s going out. But gradually increasing vehicle also brings a lot of traffic congestion, even illegal issue, so the traffic management has become increasingly demanding. License plate recognition system is essential for modern intelligent traffic management. Due to the use of computer technology to automatically identify license plate numbers, without manual intervention, reduce human manual labor, make management more effective and make treatment of the vehicle more intelligent, more digital.

This article’s center is completing license plate recognition system, which mainly includes video frame, image preprocessing, license plate location, character segmentation and license plate recognition. In the video pre-processing stage, through statistical stay detection area non-zero pixel values, single out for the most abundant information of key frame images to obtain vehicle image, improve detection speed. Image preprocessing stage is grayscale image processing, binary processing, edge detection, expansion, corrosion and a series of steps. License plate location using projection method to locate the license plate, and also can correct the inclined license plate.In the character segmentation stage, with the wide and the height and projection information to determine the position of the character and complete segmentation. Segmentation end and then match the character module,note the license plate information including Chinese characters, numbers and letters.Thus complete the whole process of license plate recognition and can accurately identify the license plate. The system is under the MATLAB software environment.
