摘要20世纪60年代产生的以计算机为基础的信息系统开发及应用，为人们高效率的组织、处理和利用信息资源奠定了基础。随着信息技术的发展，现如今人们广泛使用的信息系统与以往的单纯的数据处理系统，管理信息系统都不相同，其主要特点是具有较强的综合性，支持决策和辅助战略规划。信息系统由若干独立系统互联而形成的信息网络正渗透到人类社会生活的各个领域。在互联网快速发展的同时也带来了一系列的社会问题，例如，互联网领域法律法规不健全、秩序混乱、互联网覆盖不均导致信息鸿沟现象拉大，网络信息侵权现象曾出不穷，信息垄断危害社会信息秩序等。为此政府必须承担起自身的职能：积极开展网络空间治理、维护并推动网络信息空间的互联互通、共享共治，充分发挥政府在建设完善现代化信息系统的中的建设、管理、引导等诸多作用, 这不仅有助于信息资源的开发利用, 实现资源共享, 最大限度地满足社会日益增长的情报需求, 而且可以改善管理, 加大生产过程的科技含量, 提高劳动生产力, 加速社会经济的发展促进社会的进步。86891

Analysis of the Government Function in the Development and Application of Information System
