Abstract: Ours is a culture of low levels of a large population, a large population of the country should become a powerful population, the most important thing is to improve the overall quality of the nation, in the final analysis is the "education." Therefore, in order to meet the requirements of the times, the Ministry of Education promulgated the "Basic Education Curriculum Reform Outline(try out)" in 2001, to build to meet the requirements of the times and meet the new basic education curriculum system requirements of quality education. In response to the national education policy, each school in full swing for the new curriculum reform, this paper will Xin'an County, Luoyang City, for example, be investigated for the implementation of the new studies curriculum reform in rural secondary schools, the results of their survey questions and made faces and analyze the cause of the problem and countermeasures, and give the new curriculum reform proposals in general.
