Analysis about the Problems of the Migrant Worker’s Medical Insurance and the Countermeasures
Abstract:The problems of the migrant workers’s social security has been the focus of the community. Rearching the problems of the migrant worker’s medical insurance help to protect the basic rights of migrant workers, so they can better enjoy the fruits of economic growth; It also contribute to the development of society in the direction of harmony, as soon as possible to achieve social fairness. The thesis uses several kinds of methods such as literature research and questionnaire survey then finds three aspect problems of the migrant workes’s medical insurance by analyzing the medical insurance model of the key citys and home and abroad current situation. The three problems are:migrant workers with low literacy levels and risk awareness is weak; migrant workers medical insurance system design flaws, urban and rural household registration system makes it difficult to limit the continue and transfer; healthcare projects are single and inconsist with the actual needs of migrant workers, and the payment burden is so heavy for the poor economic conditions of the family. Finally, by finding the countermeasures and putting forward the policy recommendations through in-depth analysis of these migrant workers developed its own characteristics and problems, so in order to provide reference for the medical insurance of migrant workers to solve the problem.

一、引言
（一） 研究背景
农民工是我国改革开放后，由农业社会向工业社会、计划经济向市场经济转变的特殊时期产生的社会群体。随着工业化和城镇化的不断发展，农村大量的剩余劳动力开始转移到城市从事非农业生产。国外农民工的身份问题并不显化，但由于知识技术结构的限制和文化、种族因素的影响，他们主要从事边缘性职业，保持着明显的少数族群身份[1]。2013年农民工数量为2.69亿人，其中外出务工的农民工1.66亿人。中西部地区农民工人数增长快于东部地区，长三角和珠三角地区的农民工总量下降，就业的地区主要分布在广东、浙江、江苏、山东等省，从业仍以制造业、建筑业和服务业为主。
