The Research on Parents’ Home Raising Problems of the Urban Single-Child of Our Country
Abstract: The realistic dilemma and risk of parents’ raising is approaching to the first generation of single-child and their patents, China is about to usher in “single-child pension” age. Among them, the one-child empty-nest families may face more and more big pension problems, especially those fragmentary one-child families. This paper targets at the parents of the only child families in Urumqi city, in an effort to solve the problems of the raising of the urban parents in the only child families through the random polls and the analysis of the collected data. A natural conclusion is therefore produced, that is, a government-guided, community-based and family-pillared new type of system is in demand to settle the problems mentioned above.

一、绪论
（一） 研究背景和目的
自1973年起，中国政府开始在全国范围内号召开展计划生育工作。在早期的工作中提出了“晚、稀、少”的生育政策。1978年倡导一对夫妇生育“最好一个、最多两个，间隔三年以上”的生育政策。1980年又改为“除了在人口稀少的少数民族地区以外，要普遍提倡一对夫妇只生育一个孩子”的政策。1980年9月25日发出《中央关于控制我国人口增长问题致全体员、共青团员的公开信》，将大范围内提倡的一对夫妇只生育一个孩子的计划生育政策的执行推向了高潮。1984年4月中央下发了7号文件，该文件提出“要进一步完善计划生育工作的具体政策”。中央国务院于2000年3月2日公布的《关于加强人口与计划生育工作，稳定生育水平的决定》中明确提出要“稳定现行的生育政策，鼓励晚婚晚育，提倡一对夫妻只生育一个子女，依照法律法规规定合理安排生育第二个子女，少数民族也要实行计划生育政策”。第九届全国人民代表大会常务委员会第二十五次会议2001年12月29日通过了《中华人民共和国人口与计划生育法》，正式用法律的形式把计划生育政策确定为中国的基本国策，更进一步稳定了这一政策的实施。2006年12月22日，中央、国务院发布《关于全面加强人口和计划生育工作统筹解决人口问题的决定》，明确提出我国人口和计划生育工作进入稳定低生育水平、统筹解决人口问题、促进人的全面发展的新阶段。
