Is there something out there which will allow Standard installations to work?  Is there a removal tool

Is there something out there which will allow Standard installations to work?  Is there a removal tool

Any attempts to install, change or use VC++ Redistributable result in failure, generally Error 1935.  All programs which use the VC++ fail to install, as does Visual Studio 2010.  I have tried a clean Windows 7 install, and get the same error as soon as I attempt to install any application that has VC++ 2008. I have read of hundreds of similar issues.

Is there something out there which will allow Standard installations to work?  Is there a removal tool? I first noticed the issue when using an application that uses VBA, and tried to correct the program...I installed Clean windows 7, Studio 2010, and ArcGIS (Windows installed VBA after ArcGIS ended).  All appeared to work normal. When I tried to install Quicken 2009, it hung up and lead me back to a VCREDIS install issue. I tried without Studio 2010, installing ArcGIS first, and then trying Quicken. Same Error 1935. It appears to be a Windows 7 permissions access.

These are the only application suites I need: ArcGIS Version 9.3.1, Adobe CS3 Standard, Office 2010, and Quicken.  The Visual Studio 2010 Pro was for me to improve my programming skills.  The OS is Win 7 Ultimate 32bit; AMD Dual Core 4200; 4GB RAM, 1TB HDD.
Some clarification with you

Which error information or screenshot could you please provide with your reply?

The 1935 error code could be caused by many factors.

I would encourage that you could re-install Visual C++ Redistributable and collect installation log files, which could narrow down your issues.

You could refer the following steps.

1, you could download ‘Collect.exe’, which could help you to collect information during installing products. The following link is: http-://go.microsoft.-com/?LinkId=8967043
How to use this tool, you could click the link as follows?

2, Try to clean your "%temp%" folder (Start Menu >> Run >> Type "%temp%")

The above step could ensure your installation log is only including the latest installation logs.

3, unable your anti-virus software and some security software
4. Run your setup file as administrator
5, re-install Visual C++ Redistributable again

It will create a file named %temp%\vslogs.cab on your system.
If it does not work, you could refer your log files to narrow down your issue.
