延展型农村公共服务供给模式实例探讨

Study of the Extension Rural Public Service Supply Model Take Xianlin Nanjing and Xiaoshan Hangzhou as examples
Abstract：In the process of modernization of China's rural society, promoting the construction of rural basic public services is an important means to shorten the gap between urban and rural places. Many researchers have conducted in-depth research on the supply of basic public services in rural areas, who found that there are many problems worth to be discussed. By studying the existing literature, we can find that the government can encourage the development of the rural economy and society through the scientific allocation, as well as a variety of reasonable arrangement of market mechanism, to speed up the process of urbanization. At present, the academic circle on the basic public service supply mode in rural areas has formed a relatively total system’s understanding, which can roughly pided rural public service supply models into the endogeny public service supply mode and the extension public service supply mode . Xianlin area of Nanjing and Xiaoshan Hangzhou are two typical representative areas of the extension public service supply mode, which are also the key cases in this paper.

延展型农村公共服务供给模式实例探讨——以南京仙林、杭州萧山为例
我国对农村基本公共服务的供应与城市相去甚远，且区域与区域之间亦存在着巨大差异。最基本的公共服务体系若要建立和健全，其重点和难点在于农村政治、经济和文化的各方各面的落后，推进基本公共服务均等平衡化、公平公正化的关键是推进城良莠不齐的现状，借鉴参考东部开发地区农村公共服务供给模式推广的成功经验和不足，优化现行的公共服务供给模式就显得尤为迫切。现行接受度最高的公共服务供给模式之一是延展型公共服务供给模式，即城市通过离心向外拓展，连续渐次地向外推进，为农村提供公共服务，由外向内逐步对农村实现覆盖。除了简单的现状介绍外，本文将通过对南京市仙林地区和杭州市萧山区这两个通过延展型农村公共服务供给模式进行发展的典型区域的分析，探讨延展型农村公共服务供给模式的未来发展。
