The analysis on the change of land quality after land consolidation -- a case study of Ganyu, Jiangsu
Abstract：Agricultural land consolidation is the focus of the current land remediation work, which can effectively increase the number of effective arable land, improve the quality of arable land, but also to protect our food security. Along with the vigorous development of land regulation in China, the research on the land quality change of land consolidations project area has become a focus of scholars. In this paper, the research and design of the land quality evaluation method of the land consolidation area is proposed to guide the scientific planning and design of land consolidation project and the land quality evaluation. Based on the analytic hierarchy process (AHP) and fuzzy analysis method, this paper analyzes the change of land quality before and after the land consolidation in Ganyu County of Lianyungang, and provides reference for land remediation evaluation.

土地整治后土地质量变化情况分析——以江苏赣榆县为例
引言
当下，土地整治项目的开展，对于保障国家的粮食安全、破解城乡的二元结构、提升农地质量等级、调整土地的利用布局和利用结构、改善人地关系具有重要的战略意义。而且在促进土地集约利用和改善农业生产条件有着重要影响。土地整治的好坏关系着民生大计，关系着经济发展与人民的幸福。根据我国国土资源年鉴显示：仅2003年至2011年全国土地整治的总规模达770万hm2，到了2010年以后，年投资额超过1000亿，土地整治已经成为我国现阶段的一项重大任务。【1-2】
但现今，由于城镇建设用地的迅速扩张和我国城乡建设用地增减挂钩的影响，土地整治项目数量剧增我国的土地整治工作需要更高的起点和标准,也赋予了新的重大使命，而目前的整治工作大都以土地数量为第一位，很多忽视了土地的自身条件等其他附加因素的考虑和研究，使土地在数量有显著增长的同时缺乏综合品质的提升，也即综合质量的提升。个人认为：土地质量是构成土地的各种自然因素与环境条件状况的和，土地质量是如肥力、景观、细碎化、生产力等因素所具体体现的性质。而过分的追求土地数量的增加造成了土地整治工程在数量的“一边倒”式发展。也由于土地整治后质量的管控、评价力度不够与缺乏严密的考评流程，难以达到土地整治工程的终极目标，因此，本文根据目前的现状，以江苏省赣榆县土地整治项目区为例，研究将通过层次分析法（AHP）和特尔斐法剖析整治前后土地质量变化情况,探索一种评价土地整治工程的新模式，并且研究整治对于土地的改变情况与其程度。【3】
