The theoretical interpretation and case study of Increasing Power of the Country -- a lesson from H County of South Jiangsu
Abstract： With the development of market economy, especially the development of the regional economy, changes in administrative environment and means, due to China's current "provincial and county" system level too many problems have become increasingly apparent, gradually exposed its drawbacks, which restrict the development of county economy. Expanding the power of reform as "the preparation stage provincial governing county" reform, expand the county government autonomy through decentralization, better promote the development of county economy and society, to pave the way for the realization of "province governing county". This paper analyzes the EPSC reform from this background, further elaborates the theoretical significance of EPSC reform, and combined with the practice of reform of H county economy developed South of Jiangsu county area. This inquiry The advantages of a policy as well as the existing problems in practice, to further promote the reform and formulate relevant policies to make reference.
