one  step  further  and  develop  a  generic  methodology  to 
construct  a decision  model  for  strategic procurement  that 
does not focus on a specific product group but is applicable 
to a wide range of different product groups. The result is a 
matrix representation of all total cost of ownership elements 
and a flexible mixed integer programming formulation  that 
allows  us to take a variety of cost  elements,  discounts  and 
strategic constraints  into account.  To  clarify the approach, 
we  will  discuss  the  implementation  of  a  company-wide 
decision  model  for  purchasing  at  Usinor.  We  start  by 
describing  the construction  of  the  total  cost  of  ownership 
matrix  for  Usinor  and  discuss  the  resulting  mathematical 
programming  formulation.  Furthermore,  we will comment 
on  the  general  results  obtained.  Numerical  data  in  this 
section will be limited due to confidentiality reasons. Finally, 
we will discuss opportunities  for further research. 
Building the total cost of ownership matrix 
In the  first workshop,  we  explained  the  principles  of  our 
approach  to  the  different  purchasing  managers  of  the 
company.  Then,  we  conducted  interviews  with  these 
managers in order to discuss  the relevance of  total cost  of 
ownership elements and constraints to their product groups.
